Alturnative Management & Consulting uses a client centered approach to deliver of services, which takes into consideration the client's specific needs, corporate culture, level of risk tolerance, and employee and client base.  It's primary focus is servicing the business and regulatory needs of those entering or entranced in the healthcare and wellness industries, including large providers (i.e hospitals), small healthcare providers (i.e. provider practice groups, assisted living facilities, nursing homes facilities, and hospice facilities), carriers and payors (i.e. managed care organizations, employer sponsored insurance programs, and healthcare exchanges), healthcare business associates, wellness providers (i.e. employers sponsored worksite wellness programs, wellness vendors offering products to support wellness programs, spas, and health club) . 


Alturnative Engagement is the public and heart centered voice of the brand. It is through Alturnative Engagement that we seek to educate through keynote presentations, private and conference workshops, customized trainings, and first to market subject-matter books and white papers.  

We also engage the world with public appearances and volunteer work that flow from the passions of the CEO and that have a positive socially impact, such as, hospice patient volunteer services, educating wellness and healthcare professional on delivery of multicultural competent services, educating end-of-life care givers on the importance of understanding a patient's religion and spiritual center and how it impacts hospice and palliative care decisions, and how one defines a "good death."


Linda Howard, JD

Linda Howard is a seasoned technology savvy healthcare and compliance professional with over thirty years of combined experience in law, healthcare compliance, managed care operations, and general business development. She has a proven ability to work collaboratively with business units, executives, and boards while maintaining impactful external relationships through publishing, national conference presentations, and notable involvement in professional associations. Ms. Howard has been specifically recruited, engaged, and deployed to assist companies with growth initiatives, restructurings, corrective action plans (CAPs), and Corporate Integrity Agreement (CIA) implementation and compliance. 

She has extensive knowledge in managed care, Part C & D compliance program development and health plan operations, HIPAA Compliance, Medicare and Medicaid marketing compliance, and federal laws impacting managed care organizations, such as False Claims Acts and the Anti-Kickback Statute. Her health plan experience includes playing key roles in numerous managed care product “go lives”, a managed care Corporate Integrity Agreement (CIA) implementation, countless CMS and state audits, Request for Proposal (RFP) responses, and Corrective Action Plan implementations. She has also served as a consultant to managed care organizations, and Healthcare Exchanges and broker organization doing business in the Health Insurance Marketplace (ACA), as well as, Assisted Living facilities.

In addition, she has broad experience in development of policies and procedures; codes of conduct; corrective action plans; and comprehensive compliance training programs for peers, staff, company executives, and boards. She has advised on and implemented compliance technology solutions to bring efficiencies to day-to-day compliance operations, as well as, management of CAPs and CIAs.

She has served as the Chief Compliance Intellect Officer and consultant for CON4MX , a startup compliance technology company. Her responsibilities include, among other things, serving as the compliance Subject Matter Expert (SME); initial development of key product requirements; designing core go-live functionalities; ongoing development of rules, protocols, and policies and procedures databases content.

Ms. Howard formerly worked at Amerigroup corporate office in Virginia Beach, Virginia, where she held successive titles of Associate Vice President, Business Ethics and Risk Control and Compliance Officer (RCCO).    She was integral to the successful implementation of the company’s CIA and held primary responsibility for oversight of ongoing compliance with many of the CIAs provisions.

Her primary corporate responsibilities included being accountable for the day-to-day compliance activities related to growth areas of the company, including but not limited to, sales and marketing, new business implementation, product planning and development, request for proposal (RFPs) responses, and website content and marketing strategies (eHealth); serving as one of the liaison between company and the Independent Review Organization (associated with the CIA); developing and delivering CIA Relevant Covered Persons Training; and reviewing and approving all marketing collateral. As Marketing RCCO, she  oversaw all marketing compliance nationwide and was largely responsible for the development of the company’s marketing integrity program and the development of a marketing oversight software module. Ms. Howard managed compliance policies and procedures updates and approvals.  While employed in the corporate office, she also served as Interim Compliance Officer for the New York and Maryland health plans. 

Prior to joining Amerigroup, Ms. Howard worked as a Compliance Officer and Privacy Officer at Schaller Anderson's Maryland based managed care organization, Maryland Physicians Care (MPC).  She served as the point person on numerous state regulatory audits, chaired the delegated vendor oversight committee, and conducted countless employee and peer trainings. Before joining the compliance department , she functioned in a number of progressive operational roles at Schiller.  She was a key member of the team responsible for the company’s Medicare Advantage and Part D program and Maryland Primary Adult Care Program (PAC) implementations; oversaw many components of improving the application review and approval process, and premium billing process associated with MPC’s role as the Third-Party Administrator for the State of Maryland’s high risk pool (the Maryland Health Insurance Plan (MHIP)).  Her initiatives moved the company from non-compliance to 100% compliance with application processing timelines and billing protocol.  She also served as Account Manager for MHIP and was one of the primary contacts for the state government officials overseeing the high-risk pool.

During her legal career Ms. Howard worked as an Associate in large New York based law firms, as well as, as Senior In-House Counsel at Ernst & Young in New York.

Ms. Howard serves as Board Treasurer for the National Wellness Institute, a hospice volunteer offering a supportive presence for patience and caregiver relief, and has lobbied on Capital Hill for wellness related legislation. She has delivered a host of presentations at national and international conferences, such as the National Wellness Institute and the International Health, Racquet & Sportsclub Association annual conferences, as well as, a capital hill panel discussion on such topics as multicultural competency related to end of life, multicultural competency in the delivery of wellness services, worksite wellness compliance, and privacy and security for fitness and wellness organizations. 


Education

Ms. Howard holds a BA in Criminal Justice from Seton Hall University (graduated Cum laude), and a law degree from the University Of Pennsylvania Law School in Philadelphia, (Editor Law Review).
